Two Boston juveniles from a larger group of minors law enforcement say have been “terrorizing” the downtown spot with violent and in some cases racially fueled assaults were being arraigned this week, but the two 13-yr-olds will, for now, prevent really serious penalties due to their age and a state legal justice reform legislation.
